As the rk II spells are hard to find and expensive to buy, are they worth trying to get in the 70's and 80's or should I wait til im maybe in the 90's?

I would buy rk1 from npc until you hit 95-100 before spending the extra plat per spell for a few extra points in stats specially if funds are low

Another possibility is researching and creating the spells at RK II or III. Warning, this does get expensive as well, plus you have to find some of the ingredients.

Rank I are purchased from vendors in Katta Castrum: Deluge. They can be found using the Find window (Ctrl-F).
Rank II
Rank II spell essences drop from any random mob, more often from named mobs. Right clicking on the essence will pop-up a reward window, no need to turn them in.
Minor Briny Essence - Level 101
Lesser Briny Essence - Level 102
Median Briny Essence - Level 103
Greater Briny Essence - Level 104
Glowing Briny Essence - Level 105
Rank III
Rank III spell essences are gotten from raid chests. Right clicking on the essence will pop-up a reward window, no need to turn them in.
Minor Essence of the Citadel - Level 101
Lesser Essence of the Citadel - Level 102
Median Essence of the Citadel - Level 103
Greater Essence of the Citadel - Level 104
Glowing Essence of the Citadel - Level 105

Also, you can get the Rank II from the Essence of Life that drops randomly in TBM zones, works the same and is the same list as the Briny Essences.
The Rank III are from TBM raid chests.
