Can you do the long quest for a J5 merc on f2p account or is J5 only forgold accounts?

I'm 99.9% sure you have to have a gold account to have the J5 merc.

on ftp, you can complete the quest to get the flag, but cannot get a J5 merc after completion until you go All Access. I was able to complete the quest and get the flag, actually did it accidentally, not realizing I was doing the merc quest.
